Update on the 10th National Assembly Session upto the first week of November

The 10th Session of the National Assembly is entering its peak discussion phase, addressing 66 major items, including 49 draft laws that will directly impact business operations, compliance obligations and investment planning for 2026 and beyond. Key areas under review include cybersecurity, digital transformation, taxation, construction, planning, and immigration/residency rules for foreign employees—signaling broad and significant regulatory shifts.

  • In the area of cybersecurity and data governance, notable proposed amendments include mandatory IP identification, strengthened data protection requirements, upgraded security standards and clearer obligations for digital service providers. These changes will directly affect technology companies, e-commerce platforms, fintech, logistics operators and any business relying on digital infrastructure.
  • For tax and finance, the proposed amendments to Personal Income Tax—such as increasing the family deduction—may ease financial pressure on employees while requiring businesses to reassess their payroll structures, compensation strategy and budgeting plans.
