From April 11, 2025, organizations and individuals leasing land from the State under the annual rental payment method shall receive a 30% reduction in land rental fees payable for the year 2024.

On April 11, 2025, the Government promulgated Decree No. 87/2025/ND-CP on the reduction of land rental fees for the year 2024 (“Decree No. 87/2025/ND-CP”) to support land users in the context of a challenging global economic environment and unforeseeable risks caused by continuous natural disasters and storms throughout 2024.

Decree No. 87/2025/ND-CP takes effect from April 11, 2025.

Below are the key takeaways:

• From April 11, 2025, all land users currently using land leased from the State under the annual rental payment method, holding one of the following three types of documents: a Land Lease Decision, a Land Lease Contract, or a Certificate of Land Use Rights and Ownership of Assets Attached to Land, regardless of whether they are currently enjoying any other land rental fees exemption or reduction policies, shall be entitled to a 30% reduction in land rental fees payable for the year 2024.
• In order to qualify for the 30% reduction in land rental fees for 2024, these land users must, no later than August 1, 2025, submit a Request for Reduction of Land Rental Fees for 2024, using the form issued together with Decree No. 87/2025/ND-CP, to the relevant Regional Tax Sub-Department or District Tax Team under the Regional Tax Sub-Department, depending on the agencies’ authority.
