The Trade Remedies Authority of Vietnam (TRAV) is currently receiving applications for exemption from the application of anti-dumping measures on hot-rolled steel products falling within the scope of Decision No. 460/QD-BCT dated February 21, 2025, regarding the imposition of provisional anti-dumping tax on certain hot-rolled steel products originating from the Republic of India and the People's Republic of China. The products for which exemption is requested are described as follows:

1. First type of product

- Product name: Alloy steel grade LG700T, BS700MCK2, hot-rolled, flat, in plate form, not further worked than hot-rolled, non-clad, non-coated, non-plated.

- Intended use: High-strength steel used in the manufacturing of semi-trailers and specialized vehicles.

- HS Code: 7225.40.90

-  Physical properties:

  • Yield strength: YS ≥ 700 MPa
  • Tensile strength: TS = 750~950 Mpa

-  Chemical composition: C ≤ 0,12%, Si ≤ 0,6%, Mn ≤ 2%, P ≤ 0,02%, S≤ 0,015%

- Dimensions (Thickness x width x length in (mm)): 3,2x1.500x8.700, 3,2x1.490x8.700, 3,2x1.400x6.000, 4,5x1.400x6.000, 4,5x1.400x8.700, 4,5x1.499x4.230, 8x1.490x9.000, 12x1.400x9.200, 12x1.400x12.180, 14x1.400x9.250, 14x1.400x12.230.

2. Second type of product

- Product name: Hot-rolled steel plate, steel grades NM450, BW450

- Intended use: High-strength steel used in the manufacturing of semi-trailers and specialized vehicles..

-  HS Code: 7225.40.90         

- Physical properties:

  • Yield strength: YS ≥1100 MPa
  •  Tensile strength: TS ≥1300 MPa

- Chemical composition: C ≤ 0,35%, Si ≤ 0,7%, Mn ≤ 1,7%, P ≤ 0,025%, S ≤ 0,01%

- Dimensions (Thickness x width x length in (mm)): 4,5x1.524x8.500

- Dechnical standard: TA240108/ BKJI2024-002-001

In order to provide a basis for the consideration of the exemption requests (with limitations on the volume, quantity of exempted goods, and purposes of exemption) submitted by the aforementioned companies, TRAV respectfully requests domestic producers to collect and verify the following information:

(i) The domestic producer’s capacity to manufacture and supply the products subject to the exemption request. If such products have already been manufactured and supplied, please provide detailed information on design capacity, contracts, and invoices for each types of products for which the exemption is requested;

(ii) Comments and views regarding the exemption for each of the product types mentioned above.

TRAV requests that companies having relevant information submit their responses to TRAV before April 17, 2025. After this deadline, in the absence of any responses, TRAV will consider that the companies have no comments on the proposed product exemptions.
